Can You Drive in Korea with an International Driving Permit? 2026 Guide
An International Driving Permit does not automatically allow every visitor to drive in Korea. Most short-term visitors need a valid permit recognized in Korea, their original home-country driver's license and passport. The permit type, issuing country, vehicle category, validity period and rental-company rules must all match.
An IDP is not a stand-alone license. Online documents called an “International Driving License” or “International Driver's Document” may not be legally recognized. Obtain the official permit from an authorized organization in the country that issued your driver's license before traveling.

Who can drive in Korea as a visitor?
Short-term visitors may generally drive when they hold a valid international permit that Korea recognizes. Recognition depends on the convention or other arrangement under which the permit was issued. The document must come from an authorized body—not an online seller—and it must cover the class of vehicle you plan to drive.
| Your situation | What to do |
|---|---|
| Recognized IDP from an eligible country | Carry the IDP, original national license and passport together. |
| Country or territory covered by a separate mutual-recognition arrangement | Check the exact documents accepted before booking. |
| Permit not recognized in Korea | Do not rely on it. Use public transport or confirm whether you can obtain or exchange for a Korean license. |
| Long-term resident | Check the Korean-license exchange or testing process for your nationality and residence status. |
| Wrong vehicle category | Rent only a vehicle covered by the category printed on the permit. |
Documents to bring to the rental counter
- Passport showing your identity and entry details
- Original, valid driver's license issued in your home country
- Valid International Driving Permit issued by an authorized organization
- Credit card in the main driver's name that can process international payments
- Reservation confirmation and contact details
Names and dates should match across your passport, license, permit, payment card and reservation. Carry the original documents. A photo or photocopy may not be accepted.
Six checks before you reserve a car
- Confirm that Korea recognizes the permit issued by your country or territory.
- Confirm that the document is an official International Driving Permit (IDP), not a privately sold translation card.
- Check both the permit's expiry date and the maximum period it can be used after entering Korea.
- Check that your home-country license remains valid throughout the rental.
- Check that the vehicle category matches the permit category.
- Ask the rental company to confirm your age, driving-experience, deposit and insurance requirements in writing.
Age, stay and vehicle-category rules
According to VISITKOREA's published guidance, short-term tourists renting a car generally must be at least 21 and have stayed in Korea for less than one year. A Category B permit is used for passenger vehicles with up to nine seats, while a Category D permit may be required for certain larger vans. Rental companies can set stricter age, experience and vehicle rules.
Do not assume that being legally old enough to drive guarantees that a company will rent you a car. Premium vehicles, large vans and some insurance products can have higher minimum-age or experience requirements.
How long is an international permit valid in Korea?
The usable period is limited. It cannot extend beyond the permit's own expiry date, and Korean rules may also limit use based on the date you entered Korea. Check both dates rather than relying only on the date printed on the permit.

Common reasons a rental company may refuse the booking
- The issuing country or permit format is not recognized.
- The traveler presents only an IDP without the original national license.
- The permit, passport and national license show different names or spellings.
- The permit or national license has expired.
- The permit category does not cover the reserved vehicle.
- The driver does not meet the company's minimum age or driving-experience rule.
- The payment card is not in the driver's name.
- The driver tries to use a digital image instead of required original documents.
What if your permit is not accepted?
Do not drive or attempt to collect the vehicle. Ask the rental company for the exact reason and request the cancellation or alternative-transport policy. Depending on your situation, the practical alternatives are:
- KTX or another train for travel between major cities
- Express or intercity bus for destinations without a convenient railway station
- Airport limousine bus, city bus or taxi
- A licensed vehicle with a driver
- A Korean driver's license exchange or test for eligible long-term residents
Rental-company requirements are separate
Legal eligibility and rental eligibility are not identical. Even when a permit is legally recognized, a rental company can impose additional conditions for insurance, driver experience, payment, vehicle type or pickup location. Confirm the following before paying:
- Minimum and maximum driver age
- Required years of licensed driving experience
- Deposit and accepted credit cards
- Collision damage waiver, deductible and exclusions
- Additional-driver registration
- Late return, fuel and charging rules
- Whether international permits are checked before or at pickup
Before driving away
- Photograph existing scratches with the rental employee.
- Confirm fuel type or electric-vehicle charging instructions.
- Check the Hi-Pass toll device and how tolls will be settled.
- Save the emergency and rental-company phone numbers.
- Set NAVER Map before moving and never operate the phone while driving.
- Carry your passport, original license and recognized permit while driving.
Bottom line
Do not book a Korean rental car based only on possessing a document labeled “international license.” First verify the issuing country, authorized issuer, permit format, vehicle category, validity, original-license requirement and rental-company conditions. When any requirement is unclear, obtain written confirmation from the rental company before paying.
